The short version
Choose Billo if you want finished videos at a known price per video, with Billo paying the creator and usage rights included. Choose UGCStars if you want to pick creators yourself, agree terms with them directly and book them again.
The pricing models differ. Billo charges per video and runs on a prepaid balance. UGCStars costs $245 a year, and you pay each creator the price you agree with them.

How each one works
UGCStars
UGCStars is a searchable database of UGC creators. A person on our team reviews every profile before it’s listed. Searching and viewing profiles is free, and annual access, $245 a year, unlocks contact details, sample videos, shortlists and saved searches.
You contact creators yourself, agree the brief, price and usage rights with them and pay them directly. UGCStars isn’t part of the deal or the payment.
Billo
Billo sells creator videos made from your brief. You post a brief, creators apply, and you choose who films it. Billo pays the creator from your prepaid balance.
The basic video is the creator’s raw film, without captions, music or graphics. Editing, extra hooks and crops, photos, raw footage, posting on the creator’s account, and Partnership Ads or Spark Ads are paid add-ons. Billo’s managed service plans and produces videos for you.
What you pay
UGCStars charges $245 a year for full access, renewing yearly until you cancel. Nothing is added to what you pay creators, and creators who join during your year are included.
Billo prices each video from the choices in your brief, and you see the total before you order.
| Item | Price | What it covers |
|---|---|---|
| Video | From $99 | The price rises with length, extra formats, Premium creators, more creators and extras such as hooks |
| Packs | Prepaid amounts | Loaded onto a balance that stays valid for 12 months. Larger packs add a bonus |
| Add-ons | Priced per order | Editing, hooks, crops, photos, raw footage, posting, Partnership Ads and Spark Ads |
| CreativeOps | From $149 a month | An optional data tool that suggests what to make next, with a free plan |
| Managed service | From $2,000 a month | A Billo team plans, briefs and edits the videos for you |

Billo’s video price includes the creator’s pay, Billo’s fees, two revisions and usage rights. Your product and its shipping are extra. On UGCStars the creator’s quote is what you pay them, and what it covers depends on what you agree, such as usage rights for ads or raw footage. The UGC Rate Index shows the median starting rate creators ask, by niche and country.
Finding and vetting creators
On UGCStars you search with more than 20 filters, including age, location, languages, interests, skin type, pets and kids, and there’s no follower minimum. Each profile shows the creator’s starting rate, sample videos and social accounts. How we review creators lists the checks every profile passes before it’s listed.
On Billo, creators apply to your brief and you choose from the applicants. You can ask for Regular or Premium creators, and Premium creators cost more.
The difference is who makes the first move. On Billo, creators come to you through a brief. On UGCStars you can search the whole database and contact anyone who fits, or post a free brief and wait for replies.
Briefs, payment and usage rights
On Billo, each order is paid from your balance, and Billo pays the creator the full amount shown for the job. Once you approve a video, the usage rights are yours for ads and your own channels. Approved creator expenses, such as ingredients for a recipe video, are reimbursed through Billo.
On UGCStars you agree the price, deliverables, revisions and usage rights with each creator and pay them directly. Put the usage rights in writing, including where the video can run and for how long. Members get a creator agreement template for this.
When Billo is the better fit
- You want a set price per video before you start.
- You want usage rights and two revisions included without negotiating them.
- You want edited, ready-to-run ads, or a team to run production for you.
- You don’t want to pay creators or handle agreements yourself.
When UGCStars is the better fit
- You want to choose from the whole database, not only the creators who apply.
- You want to agree terms and pay creators directly, and rebook the ones who work well.
- You want to see each creator’s own starting rate before you contact them.
- You’d rather pay one flat fee a year than keep a balance you need to use within 12 months.
- You need filters such as skin type, pets or kids to match a product.
For creators
UGCStars is free for creators and takes no commission. You set a starting rate on your profile, brands contact you directly, and you keep everything they pay you.
On Billo you apply to brands’ briefs in its app, and each job shows what it pays. Billo says creators receive the full amount shown and that its fee comes from what brands pay.
